The California Department of Finance (DOF) unveiled its American Rescue Plan Local Fiscal Recovery Fund webpage for non-entitlement cities and discussed the upcoming funding portal with city officials during a League of California Cities webinar earlier today.
The program covered the state’s responsibilities, eligible usages, the application and distribution process, reporting requirements, and the portal itself. The webinar included a robust Q & A and is available for review, along with the presentation slides.
The National League of Cities will host a webinar about the American Rescue Plan's impact on small businesses on June 11. Additionally, the U.S. Department of the Treasury released new June 8 Coronavirus State and Local Fiscal Recovery Funds FAQs. The Federal Communications Commission (FCC) announced a $7.17 billion “Emergency Connectivity Fund.” Created as part of the American Rescue Plan, the Fund will enable schools and libraries to purchase laptop and tablet computers, Wi-Fi hotspots, and provide broadband connectivity for students, school staff, and library patrons in need during the pandemic. The FCC has not announced the dates for the first application window, but will provide advance notice of the opening so that eligible schools, libraries, and consortia can be ready to file their applications.
Finally, Gov. Gavin Newsom announced that the State would extend relief measures allowing restaurants and bars to continue expanded outdoor operations in areas such as sidewalks and parking lots and continue the sale of to-go alcoholic beverages with food deliveries. In a letter to city officials, he encouraged cities to facilitate outdoor dining through local zoning and programs that support and promote open-air, take-out, and delivery options.
