The Los Angeles County Division is made up of 86 cities within Los Angeles County and provides members with the opportunity to exchange ideas and information and share the advantages of cooperative advocacy. It includes more than 11 million people, stretches 4,500 square miles — making it one of the nation's largest counties — and is led by more than 550 elected officials.

Division Officers/ Members

The Division is guided by an executive committee under the leadership of a Division President. Elected city officials and professional city staff attend Division meetings and events throughout the year to share what they are doing and advocate for their interests in Sacramento. Division members also participate in the development of Cal Cities policy through representation on the Cal Cities Board of Directors and Policy Committees.

County Boards, Commissions, and Task Forces
The Division serves as the appointing authority for a number of Los Angeles County boards, commissions, and task forces including:

  • Emergency Medical Services Commission
  • Los Angeles County Metropolitan Authority Technical Advisory Committee

Legislative Advocacy

Los Angeles County Division Legislative Platform

The Division recognizes the need for an active and timely county, state, and federal advocacy program to protect the interest of cities throughout Los Angeles County. As a sub-unit of Cal Cities, the Division relies on Cal Cities’ Summary of Existing Policy and Guiding Principles as the primary tool for a focused advocacy strategy for the Division’s Board of Directors and staff. The Division’s Legislative Platform is intended to help direct staff, in consultation with the Division President and Vice President, to act on a time-sensitive issue when the Division’s Executive board is unable to meet. The Legislative Platform is not exhaustive of all issue areas of relevance to the Division and is not intended to supplant the deliberative role and actions of the Division’s Legislative Committee.

2026 State Legislation

Oppose  AB 470 (McKinnor) Telephone Corporations: Carriers of Last Resort

As amended, AB 470 provides procedures for telephone corporations to relinquish its carrier of last resort designation for an eligible area and requires the CA Public Utilities Commission (CPUC) to affirm that the requirements for a telephone corporation to have been met and that impacted communities are notified.

 

Support  AB 1708 (Solache) Homeless Housing, Assistance, and Prevention Program

This bill measure would create a new pathway for cities with populations under 300,000 to access existing state homelessness funding while requiring clear accountability metrics aligned with the state’s goals. Specifically, this measure would require CoCs, prior to allocating funding to other subrecipients, to accept applications for a period of 30 days only from cities in their region with populations under 300,000.

 

Oppose  AB 1768 (Bryan) Transactions and use taxes: County of Los Angeles.

This bill would, until December 31, 2031, authorize the County of Los Angeles to levy a sales and use tax that is exempted from the 2% local sales tax limit.

 

Monitor AB 2443 (McKinnor) Carriers of Last Resort (Spot Bill)
This bill would require the CPUC to develop a reasonable process for a carrier of last resort to be relieved, on or before January 1, 2029, of that status in areas where customers have other options for voice service.

Support AB 2492 (Gabriel) Public Safety: Mega Sporting Events
This bill mandates the Office of Emergency Services (CalOES) to work with host counties, and others to prepare for the resourcing, management, and delivery of safety and security at and around venues and official watch parties. This bill also allows for the reimbursement of local agencies for certain costs mandated by the state.

Oppose The Essential Services Restoration Act for LA County General Sales Tax Measure

The Los Angeles County Division is opposed to the 0.5% general sales tax measure the County Board of Supervisors voted to place on the June Ballot and the legislation that would exempt this measure from the 2% sales tax cap, AB 1768 (Bryan).

    Strategic Priorities

    The Board of Directors identified 2026 Division Strategic Priorities

    • Advocate and engage city and county officials to enhance community and public safety, emergency response, and law enforcement challenges.
    • Advocate for resources and tools to increase the direct and equitable distribution of funding required to supply affordable housing and homeless services.
    • Oppose legislation and policies that fail to protect and preserve local decision-making authority over land use, housing, and other matters traditionally reserved for cities.
    • Support partnerships and communication that encourage community engagement, economic development and safe transportation for LA28 and other major events.

    The Board of Directors also identified Ongoing Priorities:

    • Outreach to federal, state and county representatives, specifically newly-elected and those officials in leadership.
    • Encourage Los Angeles County Division city officials to apply for Cal Cities’ leadership positions and other related committee appointments to reflect the region’s population and influence.
    • Provide educational and training opportunities for Los Angeles County Division city officials on effective legislative outreach and advocacy.
    • Communicate and share value of Cal Cities and Division resources.
    Division Scorecard
    The Division established its Legislative Scorecard in 2011 to communicate information about legislative votes and their specific impacts to local government. The Scorecard is a way for city officials to assess Los Angeles-area legislators on key local government issues, including local control, local revenue, and municipal public policy.

    About Division Meetings
    The Los Angeles County Division holds general membership meetings at various times throughout the year. All General Membership meetings begin with a reception at 6 PM, followed by the meeting unless otherwise noted.

    Additional Division events include the Countywide City Managers Meeting, the Annual Installation Ceremony & Dinner, a Division meeting at the Annual Conference, and the All Cities Holiday Reception. Additional trainings and briefings are held as needed.
