Legislature’s budget proposal preserves meaningful progress on homelessness

Sacramento — Following the Assembly and the Senate announcement of a FY 2026-27 State Budget agreement, League of California Cities Executive Director and CEO Carolyn Coleman issued the following statement:

“At a time when cities and the state alike are navigating significant fiscal headwinds, Cal Cities thanks the Assembly and Senate for including investments in homelessness, housing, and public safety, cities’ top priorities, in their agreement. 

The Homeless Housing, Assistance and Prevention (HHAP) program is the backbone of the state’s local homelessness response system. Including $900 million in the agreement for HHAP demonstrates how important these resources are to helping cities — which are on the frontlines of addressing this crisis — and maintains momentum in ensuring our most vulnerable residents have a safe place to call home.

Additionally, we appreciate lawmakers including $50 million in funding to support the implementation of the voter-approved Prop. 36 in the agreement. It will be important to address remaining funding gaps so that local governments can expand rehabilitation and treatment services and provide individualized care for residents who need it most.

As budget negotiations continue, Cal Cities is urging the Legislature and the Governor to course correct on proposed changes to the state’s Cap-and-Invest framework that would scale back future funding for key climate programs. In a final agreement, we call on the Legislature and the Governor to preserve investments in clean infrastructure, affordable housing, wildfire resilience, and climate adaptation.”
