Cal Cities releases new cannabis regulation publication; available for free online

“Seed to Sale: A Guide to Regulating Cannabis in California Cities” includes information about the development of cannabis law, its current status, practical approaches to regulations, and regulatory frameworks. It also examines cannabis-related finance and taxation and outlines enforcement tools for cities.

During this year’s League of California Cities Annual Conference and Expo, the Cannabis Regulation Committee of the Cal Cities City Attorneys Department announced the completion of a new publication which is intended to assist municipal attorneys in addressing legal issues related to cannabis regulation.

Cannabis issues are particularly challenging for local governments due to the lack of legal precedent and constantly evolving laws. For this reason, it is important that municipal attorneys stay abreast of current cases and precedent from other legal fields that can be applied when advising clients or offering solutions about cannabis issues. To that end, the committee offers “Seed to Sale” as a thorough and practical compilation of city attorney experience from throughout California.

“Seed to Sale” provides useful information about the development of cannabis law, its current status, and practical approaches and tips to regulation issues. It also contains a historical overview of cannabis law and the regulatory framework at the federal and state level, details the committee’s perspective on regulating cannabis in cities, examines cannabis-related finance and taxation, and outlines enforcement tools available for cities.

The new publication will help municipal attorneys better understand the intersectionality of cannabis issues with other relevant fields, such as land use, environmental law, taxation, and public health and safety, among others. Equally important: “Seed to Sale” can be used as a reference to analyze regulation options at the administrative, civil, and criminal levels to achieve particular goals within a city.
