Recovery Funding: What you Need to Know

American Rescue Plan Overview
H.R. 1319, the American Rescue Plan Act, is a historic Act signed into law on March 11, 2021, delivering $65 billion of direct and flexible aid to cities and towns across the nation, including $8 billion for our cities here in California. Cal Cities worked hard alongside our city leaders and local government associations across the country to secure this much-needed relief for our communities. More information about the Coronavirus State and Local Fiscal Recovery Funds can be found on the U.S. Department of the Treasury website. City Allocations
The Treasury Department allocated $7 billion to 191 metropolitan cities (generally with populations larger than 50,000) in California. See the allocation by metropolitan city. Cities and towns that serve populations under 50,000, and did not receive a direct allocation from the U.S. Treasury, are eligible to receive funds through the state. The California Department of Finance has prepared initial allocations for  291 eligible cities and towns. See the allocations by small city. See city-by-city allocations for the entire country.

    Infrastructure Investment and Jobs Act Overview

    On Nov. 15, 2021, President Biden signed into law the Infrastructure Investment and Jobs Act, which comprises billions in new federal investments in the nation’s infrastructure, including more than $25 billion for California to repair roads, bridges, and highways and more than $600 million to prepare transportation systems for extreme weather, drought, and wildfires.

    Other COVID-19 Economic Relief Programs
    • U.S. Department of the Treasury has dedicated webpages to COVID-19 economic relief, programs, and assistance for state, local, and tribal governments.
    • The California COVID-19 Rent Relief program has funds to distribute, and is urging California city governments to share this resource with impacted individuals in their communities.
    • The U.S. Department of Transportation published a Notice of Funding Opportunity to apply for $1 billion in Fiscal Year (FY) 2021 discretionary grant funding through the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grants.
