Non-entitlement reporting portal

Almost $20 billion in federal funding was allocated to non-entitlement cities — local governments who typically serve a population under 50,000 — through the American Rescue Plan Act. The expenditure of these funds is governed by the U.S. Department of the Treasury. which recently announced the opening of the non-entitlement reporting portal and the availability of several related resources.

The first report is due April 30, 2022, and will cover the period between March 3, 2021, and March 31, 2022. The Treasury Department is encouraging non-entitlement cities to confirm their accounts, designate reporting roles, and submit the required agreements and supporting documentation as soon as possible. The Treasury Department’s announcement also includes information about reporting requirements, links to the latest federal guidance, and an online portal guide.

Recovery resources

The National League of Cities (NLC) has released two new resources for cities: the Digital Equity Playbook and the Local Fiscal Recovery Funds Playbook. The Digital Equity Playbook helps city leaders determine the causes of the digital divide in their communities, and provides recommendations, resources, and examples to help them address it. The Local Fiscal Recovery Funds Playbook is designed to educate local leaders about the American Rescue Plan Act and connects them with related resources from the Treasury Department and NLC.

The U.S. Department of Transportation held several webinars on important transportation provisions in the Bipartisan Infrastructure Law. Recordings of the webinars are now available.

Vaccinate ALL 58 Campaign

State health officials are urging cities to help boost the Vaccinate ALL 58 Campaign, which seeks to help California families celebrate safely this winter. During the week of Dec. 13, the Vaccinate ALL 58 Campaign is celebrating the one-year anniversary of COVID-19 vaccines and recognizing the millions of Californians that have been vaccinated. A recently released toolkit includes links to sample social media posts and graphics, fact sheets, Zoom backgrounds, and tips for speaking with friends, family members, and neighbors about vaccinations.
