What to expect at the Public Works Officers Institute

In the opening general session, Patrick Schwerdtfeger, technology futurist, will provide new insights on the converging trends of autonomous driving and the electrification of vehicles, which have significant implications for city streets, urban parking capacity, and freeway infrastructure. Public Works directors will learn how California cities can position themselves ahead of the curve.

The institute sessions will provide critical training taught by peers and subject matter experts on a range of topics integral to public works management. Participants will learn about:
  • what cities can do to help manage the crisis of people experiencing homelessness taking refuge in places not intended for human habitation, such as flood control channels and river systems.
  • the basic legal background on project labor agreements, what they do and don’t do, legal pros and cons, and how their use has changed over time. 
  • contracting best practices and procedures to have in place before a disaster, what to have during the event, and what must happen immediately after to move forward quickly to address your community’s needs. 
  • how to modernize government with virtual services in permitting, licensing, and code enforcement.
  • new research on what the future might hold for more equitable and cleaner transportation systems.
  • new ideas for funding infrastructure, operations, and maintenance.
Cal Cities legislative representatives will also host a session providing a look at previous, current, and upcoming legislative items affecting the public works industry and profession.

Department officers and institute participants will also have a chance to meet for an informal conversation before the conference begins each day in a "Coffee with Colleagues" session.

The full conference will take place via Zoom. It is advised that you participate with a computer or laptop for easiest access to the sessions. You do not need a camera to participate. You will be given a login and password to access the conference page where links to sessions will be located. All sessions will be live, and there will be an opportunity to ask questions to presenters. All sessions will be recorded.
